The Gaúcho Quality and Productivity Program signed an agreement, on June th, to transfer knowledge to the Public Ministry of Rio Grande do Sul. In addition to providing tools and metrics to improve process management, in order to provide more effectiveness to the work of protecting collective and diffuse rights, the agreement aims to enable the MP to raise extra-budgetary resources. In practice, the program, founded years ago by businessman Jorge Gerdau Johannpeter, will teach the ''path-of-stones'' to make this capture a systematic procedure.
The Attorney General of Justice, Eduardo de Lima Veiga, explained that the agreement provides for months of work focused on two main axes: matrix management of revenue and expenses and the redesign of institutional processes that directly affect citizens. Process reengineering, Veiga estimates, will generate savings of R$ million.
Today, the Rio Grande do Sul MP has an annual budget of BTC Number Data R$,, of which R$, is just for personnel. There are , employees, headquarters and prosecutors and attorneys. The explosion of demand for the judicial provision of the MP, combined with the budgetary limitations imposed by the Fiscal Responsibility Law, has hindered the work, according to the institution.
Veiga said that this is the time for an ''external and technical perspective'' that helps the institution improve its procedures. “In , we were the first MP to implement a Strategic Planning, which served as a model for MPs from several states. Today, we are, once again, starting work that should become a reference.”
According to the CEO of the PGQP Board of Directors, Ricardo Felizola, the program's mission is to qualify the management of companies and institutions, using an established methodology, which is more than years old.
In addition to Veiga and Felizola, the deputy attorneys general Ivory Coelho Neto, Daniel Rubin and Marcelo Dornelles were present at the signing of the agreement; former attorney general Mauro Renner; the general secretary of the MP, Jayme Weingartner; the vice-president of Control of PGQP, Rubem Hemb; and the coordinator of the MP's Standardization and Administrative Organization Project, Ana Cristina Petrucci.
